Line a large cooking sheet or tray with parchment paper or non-stick foil.
Place pretzel balls in a large bowl.
In a small saucepan over low heat, melt Hershey's milk chocolate and butterscotch chips together until smooth. Pour mixture over pretzel balls and stir until coated. Add toffee bits and sea salt, stirring everything together.
Spread the mixture onto the pan.
In a small saucepan over low heat, melt the caramels and milk. Drizzle the caramel over the pretzel mixture and cool completely. Break into pieces before serving.
